The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ekwe Ibas (retd.), has approved the appointment of administrators for the state’s 23 Local Government Areas (LGAs), a move that comes amid ongoing legal controversy.
The announcement was made on Wednesday morning by the Secretary to the State Government, Prof. Ibibia Worika, via a special government statement. However, the names of the newly appointed administrators were not disclosed.
“His Excellency The Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas CFR, has approved the appointments of administrators for the 23 Local Government Areas of Rivers State,” the statement read.

All appointments are to take effect from Monday, April 7, 2025.
The development, however, comes just a day after a Federal High Court in Port Harcourt issued an interim order restraining Ibas from appointing any LGA administrators.
Justice Adam Muhammed, presiding over Suit No. FHC/PH/CS/46/2025, issued the injunction following a legal challenge by the PILEX Centre for Civic Education Initiative, a civil society group led by Courage Msirimovu.
The group argued that such appointments violate democratic principles and the autonomy of local governments as enshrined in the Nigerian Constitution.
As of press time, the Rivers State Government had not responded to the court’s ruling, and the list of appointees remains undisclosed.
